A Safety and Security Master Plan will guarantee the successful operation and mobility of the XVIII Mediterranean Games Tarragona 2018

Generalitat Police – Mossos d’Esquadra, together with the Tarragona City Council and the Organising Committee of the event have worked on a Safety and Security Master Plan to address comprehensively the safety and security of the competitions, of the participants, visitors and locals during the development of the Mediterranean Games.

The safety and security service of the Mediterranean Games Tarragona 2018 has been addressed from the conception of networking and cross-collaborating work of several teams coordinated during the days of the event. It is conceived to offer a quick and effective response to possible incidents during the celebration. Moreover, the current 4 level situation over 5 in the terrorist alarm has been a key point in the development of this Safety and Security Master Plan.

All the special teams of the PG-ME section will be working: the canine unit, the subsoil police unit, the TEDAX, the Air Unit and the Special Intervention Group will take part in the police operation that will guarantee the safety and security of this international sports event.

The safety and security operation will have drones in the surveillance and control system envisaged for this event. Data will be broadcast live to the control centres.

Likewise, the Guardia Urbana de Tarragona has established an operation that will include practically all the forces during the celebration of the Games. This aims to provide coverage in the coordination with other police forces, the safety and security of the event and the events happening at the same time along with the mobility requirements of the city.


Preventive measures for the safety and security of the citizens

Mossos d’Esquadra, along with Tarragona Guardia Urbana and the Local Police from the municipalities where the sports competitions will be hosted, will implement a safety and security plan in the competition venues. Therefore, they are working jointly with members of private enterprises participating in the safety and security operation of the facilities, entrances and accommodation.


Controlled mobility

As for the mobility service, the Transport Division  (DTR) of the Mobility General Police (CGMO) and the Regional Area of Movement (ART) in Tarragona from the Movement Division (DT) of the Generalitat Police – Mossos d’Esquadra will all implement a mobility, traffic safety plan in the area of the event.

The mobility operation has been addressed from three perspectives: the training courses on safe driving for the volunteers of the Mediterranean Games Tarragona 2018, the training courses for the Local Police/Guardia Urbana taking part in the Master Plan of the Games in terms of travellers transport and the development of the corresponding Mobility Plan.

The Mobility Plan considers 11 safe routes for the mobility of the athletes and other members of the organisation, these routes start from the Mediterranean Village bound to the rest of the venues and hospital centres of the area.

The presence of police has increased in particularly crowded areas like the arrival and departure zones of Barcelona and Reus airport, the train and bus stations.

As for the traffic restrictions due to the sports events in the city, only two dates are schedules on June 27th and 30th in interurban and urban areas during the time trial and route cycling competitions.


Information and safety advice before and during the Mediterranean Games Tarragona 2018

Generalitat de Catalunya Police – Mossos d’Esquadra will carry out an information campaign to share useful information and safety advice for participants and spectators.

The Master Plan includes communications with the hotel sector in Camp de Tarragona and Barcelona so that everybody can be informed about the self-protection measures for visitors and sports delegations.

Mossos d’Esquadra and Guardia Urbana from Tarragona, in collaboration with the Organising Committe, will offer to the citizens information on safety and advice through social networks in order to help in possible incidents.
